Program Staff Review
Once a Full Proposal is entered into the Foundation's database and an acknowledgement letter is sent to the applicant, the Grants Management Department routes the proposal to the Program Staff.
PROGRAM STAFF REVIEW Steps 5 and 6
- Proposal is routed to the Program Staff for further assessment.
The Program Staff reviews in greater detail the content of your proposal, including the project's goals and activities, the project's alignment with the Foundation's core Mission Themes and Funding Areas, your cost effectiveness statement, budget, etc.
The Program Staff consists of:- A VP/Director, responsible for all processes within a particular philanthropic area (e.g. Natural Sciences);
- A Program Officer (PO), who works closely with and reports to the VP/Director. The PO is familiar with the step-by-step analysis of specific proposals and the status of active grant awards; and
- A Program Associate, who manages much of the correspondence and administrative processing for the PO and VP/Director.
In addition, it is during this period in the review process, that the Senior Executive Vice President of the Foundation, currently Dr. Charles L. Harper, Jr., D.Phil., also reviews the proposal to assess its strategic impact and link to donor intent.
Most of your direct (non-administrative) contact with the Foundation will be with a Program Officer. However, please note that the Program Officer is not empowered to render a final decision on whether a proposal is funded or not. The PO, while necessarily intimate with the grant-making process and with each proposal within his dossier, is not the ultimate decision-maker. - Program Staff contacts applicant if more information is needed.
It is not unusual for the Program Staff to request more information from the applicant. Upon receipt of the additional information the proposal is ready for further review by the Program Staff.
